騙子真是無所不在，提醒大家注意，尤其是學術圈的學者。

我在5月30日收到一封自稱是聯合國經濟與社會理事會工作人員的英文郵件，邀請我參加聯合國經濟與社會理事會年度會議。因郵件中并未提到支付費用的問題，所以我在將信將疑之余回復了郵件。后來我查了一下，發現會議本身真實存在，確實是在7月14日至23日之間在紐約舉行。這讓我幾乎就要相信郵件的邀請是真的了。

在第二次回復郵件后，對方寄來邀請函與表格，表格其中一項是要填賓館的預訂號。這才知道我需要預付住宿費，才能得到預定號。在我發第三封郵件后，對方迅速回復了我，預付住宿費的方式，竟然不是發過來信用卡的支付鏈接，而是直接以國際匯款的方式匯到私人賬號。

前面收到郵件與邀請函，我從將信將疑到差點相信，并給了我的個人信息。在此過程中，我問了一位在紐約工作的朋友，她強烈建議我不要相信，因為郵件不是發自聯合國官方的郵箱地址。隨后在收到以國際匯款方式預付住宿費用的郵件后，我已基本確定系騙子所為。在朋友的建議下，我發了郵件到聯合國官方的郵箱進行舉報。

如果收到類似的郵件，請不要提供個人信息，謹防被騙。我前面有些大意，提供了地址電話等信息。確實沒想到，會有偽造聯合國秘書長的簽名，以聯合國會議邀請的名義實施詐騙的。騙子越來越高明，所以不要動輒指責被害人愚蠢或貪婪，搞被害人有錯論那一套。這只會導致很多人被騙以后不敢吱聲，從而導致更多的人受騙上當。

以下是我5月30日收到的郵件：

In accordance with this adoption, The United Nations Economic and Social Council (ECOSOC) in conjunction with the Executive Board of the United Nations Development Programme (UNDP) invites you to a 10 - days summit of the Economic and Social Council, High-level segment, including the three-day ministerial meeting of the high-level political forum on sustainable development convened under the auspices of the Council, and the annual ministerial review as an observatory executive participant.

The Executive Board which provides intergovernmental support and supervision for the activities of UNDP, UNFPA, and UNOPS in accordance with the policy guidance of the General Assembly, the Economic and Social Council, and the United Nations Charter wishes to tap into your field experiences in the outlined workplan of this annual session 2025.

This forum is intended to be a high-level Summit, including Executive Board of UNDP/UNFPA/UNOPS, Heads of States / Governments or other representatives which will result in a centralized political document designed to shape global environmental policy and establish an inclusive and Transparent intergovernmental process on sustainable development goals that is open to all stakeholders.

復盤這起以聯合國會議邀請的名義進行的詐騙，前期我由將信將疑轉變為有些相信，主要是這樣一些因素：

1. 我之前沒有接觸過聯合國的相關機構，不清楚他們的做事流程，也不知道他們官方郵箱的地址。

2. 騙子郵件中所附網頁打開后是聯合國的網站，會議信息也是真實的。由于海外網站打開的速度比較慢，我沒有花時間去細致地進一步查看相關信息。

3. 郵件的發件人Ms.Soo Hyun Kim，我在微信中搜索了一下，以她的名字和聯合國為關鍵詞，發現有兩篇中文的文章提到這個人，身份分別是聯合國教科文組織與和裁軍有關的部門的工作人員。當時我下意識地認為，這個人她在聯合國內部換工作職位了。

4. 郵件中并沒有直接提到要付費的問題。

在過程中我有疑慮的地方在于：

1.郵件來得突兀，剛收到時我第一次回復郵件問對方，是誰推薦我參加這個會議，對方沒有回答我的問題，而是讓我與秘書處聯系。

2. 昨天我是北京時間中午將近一點時回復的第二封郵件，結果發現北京時間下午四點就收到回郵。這讓我有些詫異，照說美國東部時間正是凌晨，怎么會有工作人員在凌晨處理郵件。

3. 這兩個疑慮讓我決定，需要問一下在紐約工作的朋友，她看了后認為大概率是欺詐郵件。

4. 隨后我發的第三封涉及預訂賓館環節的郵件也馬上收到回復，對方先是讓我在四種房型中選一種，接下來發給我國際匯款的賬號信息。這下我就確定對方是詐騙分子了。

不過我還是有些奇怪，這么大費周章，就是為了騙取住宿費？住宿費的總額折算下來是2萬多人民幣。
